Belgrade and Pristina’s initial reactions to Troika’s “14 working points” draft

1.  Belgrade and Pristina will focus on developing special relationships which will be based on their historical, cultural and human dimensions. 1. The focus of the talks is on determining the future status of Kosovo and Metohia on the basis of principles defined by the United Nations Security Council Resolution 1244, which „reaffirms the respect of all member countries for the sovereignty and territorial integrity of the Federal Republic of Yugoslavia (today, the Republic of Serbia) and other states in the region, as mentioned in the Helsinki Final Act and the Annex 2", and „reaffirms its request from previous Resolutions for a wide autonomy and substantial self-governance for Kosovo". Any change of the focus of the talks requests a change of the valid and binding Resolution 1244. 1. Belgrade and Pristina will develop special relationships between two independent states, Serbia and Kosovo.

Belgrade and Pristina will in the future resolve problems in a peaceful manner and will not enter any actions or intentions which could be characterized as a threat to the other side. 2.  All three sides, representing the institutions of Serbia , the provisional institutions of self-government in the province and the mediators of the international community, are required to restrain from any unilateral acts.

Pristina will carry out wide measures aimed at improving the condition of the Kosovo Serbs and other non-Albanian communities, in particular through the decentralization of local government, constitutional guarantees and respect of cultural and religious heritage. 8. On the basis of a negotiated agreement between Belgrade and the representatives of the provisional institutions of self-government, which will be sanctioned by the UN Security Council, the province of Kosovo and Metohia will implement comprehensive measures aimed at improving the welfare of Serbs from Kosovo and Metohia, as well as other non-Albanian communities, in particular through decentralization of local government and institutional guarantees.

9. Belgrade and Pristina will cooperate in the fields of key importance, including:

a) The fate of the missing persons and the return of the displaced; b) protection of minorities; c) protection of cultural heritage; d) their European perspective and regional initiative; e) economic questions, including fiscal policy and energy, market and harmonization with the standards of the European Union, the development of common economic organs and the development of strategy in accordance with regional economic initiatives; f) freedom of movement of people, goods, capital and services; g) banking sector; h) infrastructure, transport and communications; i) protection of the environment; j) public health and social progress; k) fight against organized crime in particular in the fields of terrorism, arms, drugs and human trafficking, as well as in the fields of organized crime; l) cooperation between municipalities and authorities from the two sides; m) education.

9. Given their exclusive areas of competence, Belgrade and Pristina will cooperate on the matters of mutual interest, including:

- The return of displaced people
- The fate of the missing persons
- The physical protection of cultural heritage
- Economic matters, such as the freedom of movement of peoples, goods, capital and services, work on common economic growth and development strategy in accordance with regional economic initiatives.
- Energy, commerce, infrastructure, transport and telecommunications
- Banking sector and fiscal policy
- Harmonization with the EU standards
- Protection of the environment
- Fight against organized crime, in particular in the fields of terrorism, human, arms and drugs trafficking, as well as organized crime.

10. Belgrade and Pristina will create common bodies which will assure cooperation. 10.
