The meeting should be held prior to the meeting of the European Council, Dacic said, adding that it could take place either before or after December 10, but certainly in the first half of the coming month.

Stressing that the government had no choice but to implement what the previous government signed, Dacic told Belgrade-based broadcaster TV Pink that the agreement on integrated control of administrative crossings would begin by a test-implementation, in containers constructed as temporary, rather that permanent facilities, at two of the crossings.

The Serbian prime minister said that he insisted on EULEX having the executive function in northern Kosovo, regardless of the presence of Serb representatives and representatives of the provisional institutions of Pristina, to avoid having to put the status question on the agenda.

Dacic said that it was important to define the executive role of EULEX, and see where the administrative income would go.
I told Taci that "the greatest portion of that income, when it comes to goods that go to the north, belongs to northern Kosovo where Serbs live, which I think should not be in dispute," Dacic said.

Dacic believes that by proposing the EULEX option, Serbia was not changing its stance when it came to the status of Kosovo.
"We can either work within the framework created by the documents the previous government signed or reject all of that, which would be like making a few backward steps," said the Prime Minister.

Dacic pointed out that Serbia wanted to discuss the essential issues, issues of status, but also stressed that the constructive approach did not mean anyone could expects the prime minister of Serbia to accept Kosovo's independence.
