Pavicevic: IBM to be discussed in Brussels

Head of Belgrade's negotiating team Dejan Pavicevic stated on Tuesday that the talks on the agreement on integrated border management at administrative crossings in Kosovo would continue in Brussels next week.

This week, we will have preliminary talks with EU representatives in Belgrade within the preparations for the meeting in Brussels on November 20 and 21 which will gather representatives of Belgrade, Pristina and the EU, Pavicevic said.
These will be technical talks which aim to resolve technical issues concerning integrated border management at administrative crossings, he said.

On grounds of the Agreement on Integrated Border Management (IBM), a pilot project will be carried out on two crossings, Jarinje and Merdare, Pavicevic said and reiterated that Belgrade will insist on EULEX executive mandate.

EULEX needs to have an executive role and any communication between our bodies has to go through EULEX because EULEX is the guarantee of safety and functioning of everything, Pavicevic said and added that without EULEX, there will be no continuation of the implementation of the Agreement or any other talks.

Belgrade's initial positions are embodied in insistence on EULEX executive mandate, reaching agreements on the allocation of revenues from customs duties, especially on northern crossings, and ensuring an uninterrupted functioning of the crossings, the head of Belgrade's negotiating team said.

According to him, the crossings will be designed as checkpoints. It will be a checkpoint which will gather all services instead of the appearance so far, which involved two checkpoints, one on either side of the no man's land, Pavicevic said.
