Deda: Neither Belgrade, nor Pristina will win

Director of the Kosovo Institute for Policy Research and Development Ilir Deda believes that the European Union and the United States cannot afford another failure in the Balkans, and that is the reason why Belgrade and Pristina are being pressured to retreat from their initial positions to some extent, and notes that “neither Kosovo, nor Serbia will win.”

He adds that Pristina has already retreated a bit, which is illustrated by the fact that it is negotiating not only on the north, but also competencies of Serb municipalities, 10 in total in entire Kosovo.

According to the information I have, the talks are mostly focusing on whether a community /association of Serb municipalities will have competencies in the judiciary and police, Deda said in an interview to Belgrade-based daily Danas.

Estimating that "neither Kosovo, nor Serbia will win", he said that the north would be integrated in Kosovo, while, in return, an association of Serb municipalities will be created with "soft or little harder" executive powers.

He is of the opinion that the role of Aleksandar Vucic, Serbia's vice prime minister and leader of the Serbian Progressive Party (SNS), is crucial in the talks because of the political and institutional power that he has, and the influence that the SNS has in northern Kosovo.
