Romania will not participate in the building of Kosovo’s institutions
Romania will not participate in the building of institutions which imply the unilateral declaration of independence of Kosovo, Romanian President Traian Basescu said in Brussels.

"Our position remains very clear - we will not recognize Kosovo", Basescu told a conference devoted to the future of NATO.
The Romanian president said his country is supporting the Alliance's efforts in Kosvovo, "but only those which are based on UN Security Council Resolution 1244 and do not in any sense imply recognition".
Basescu said this is also valid for "new tasks regarding the training of the Kosovo Security Force" by NATO.
Serbia and Russia, but also NATO members such as Spain and Romania, consider that the training of the Kosovo Security Force by NATO is an implicit recognition of the unilateral declation of independence of Pristina.
