Pristina delivers first “passport”, about to appoint spy chief and defense minister

Pristina has delivered its first “passport” and announced it would soon appoint the chief of the intelligence agency and a defence minister, in what it sees as flagships of sovereignty.

Kosovo's Prime Minister Hashim Thaci delivered the first document to Teuta Begoli from Pristina.

"We will make decisions on Minister of Defence and on the intelligence agency in the coming days, during this week," Thaci also said.

"This is a very sensitive process ... The government has been under intensive consultations with all the state institutions of Kosovo" on this question, he said.

Meanwhile, Kosovo's government and opposition have clashed in parliament over the review of its budget.

The annual budget of Kosovo for 2008 is some € 1.2 billion and the parliament debated a draft law on the budget review.

The government has increased its expenses by some €52 million.

Driton Tali, an independent deputy, said "the government is not fulfilling its promises to the electorate" and accused the government for "promoting nepotism and mediocrity."

Haki Shatri, Kosovo's former minister of economy and now a deputy of the governing Democratic League of Kosovo, LDK, criticised the government's budget proposal.

Shatri argued the proposed budget changes are not in accordance with Kosovo's framework of expenditures that the government presented to an international donors' conference last month.

"The government is not implementing recommendations of the Internationally Monetary Fund and will face difficulties to absorb donor's money," Shatri said.
