"Pristina will not negotiate with Belgrade at any time and under any conditions about the six items proposed by UN Secretary-General Ban Ki-moon," Thaqi said.

Ban proposed that Belgrade and Pristina discuss technical issues, such as police, judiciary, customs and heritage protection.

"Nobody can discuss these issues and there will be no negotiations," Thaqi said.
