Gay says he will "assure cooperation" in protecting United Nations and European Union officials in the north of the country.
U.N. officials in Kosovo have indicated they will reopen a court in Kosovo's north, more than six months after it suspended its work following the March riots.
Kosovo Serbs are willing to cooperate with Unmik, which are the only authority they recognize in Kosovo. They refuse however to deal with the EU mission Eulex.
