The document, which was not yet made public but was leaked to some Pristina media, refers to possible compromises over six points of Unmik reconfiguration proposed by UN Secretary-General Ban Ki-Moon: customs, judicial system, transport, infrastructure, borders and Serbian cultural heritage.
According to the Pristina media, Ladley suggests separate ethnic police for Serbs in northern Kosovo and customs revenues to be kept by Serbs there.
Kosovo Albanian officials have rejected the proposals saying they were not ready for compromises.
"We have committed to the implementation of the Ahtisaari Plan and we won't accept further compromises, no matter who it comes from," said Hajredin Kuçi, deputy Prime Minister of Kosovo.
Pristina is implementing unilaterally the Ahtisaari plan, which was rejected in the UN Security Council.
