Nobody was injured in the explosion, but the windows on the building of the ICO, which is headed by EU Special Representative Peter Feith, were broken.
Police blocked this part of Pristina and nothing is known precisely about the type of explosion or motives.
ICO spokesman Andy McCuffie said that a small, non-scattering device went off outside the ICO and that none of the staff had been injured.
This is the first such incident outside the ICO building in Pristina since the mission arrived in Kosovo after the unilateral declaration of independence in February 2008.
The incident took place on the last day of what the local media in Pristina said was the deadline that the EU gave to the Kosovo Albanian institutions to accept the six-point UNMIK reconfiguration plan, that would allow EULEX to deploy.
The incident was condemned by the Pristina authoritie.
"No incident, no explosion and no attempted cheap shots will shake Kosovo's pro-Western policy," Prime Minister HashimThaci said.
France, the holder of the EU's rotating presidency, said in a statement that the EU "firmly condemns" the attack.
