Solana to proclaim Eulex initial operational capability on Friday
The EU High Representative for Foreign and Security Policy Javier Solana is set to declare on Friday the “initial operational capability” of Eulex and to announce the formal beginning of the work of the mission for December 9

Solana will make the statement following a meeting of the Political-Security Committee of the EU, during which the commander of the EU Civilian Operations Kees Klaumpenchauer will report to member states on the mission's readiness.
The Eulex general Yves de Kermabon is set to make his own statement following the one given by Solana.
December 9 was chosen as a date due to technical difficulties to start functioning immediately after the proclamation of « operational capability", as well as due to the December 8 holiday in Brussels.
The EU foreign ministers will discuss the Eulex mission on Monday.
