"The illegal unilateral declaration of Kosovo's independence is having a negative influence on Serbia's security and may cause lasting instability", the document says.

Ethnic and religious tensions and separatist aspirations and possible crisis radicalization in some parts of Serbia also constitute threats to national security, the document says, noting that joint endeavors by Serbian authorities and international community are the pre-conditions for a peaceful solution to the crisis.

The document, drafted by the Defense Ministry, is based on the respect of human rights, economic prosperity, social stability, fostering of democracy and rule of law, pro-European foreign policy and fostering of inter-state relations.

"By realizing the goals of its national security policy, Serbia expresses readiness to contribute to regional and global security through European, regional and international structures", the document says.
