Clinton is particularly keen to lobby Indonesia, the world's largest Muslim country.

He is due to be joined by the Austrian Albert Rohan, a former aide to Martti Ahtisaari, and one of the creators of the concept of "conditional independence" for Kosovo.

The former EU mediator in the Troika process, Wolfgang Ischinger, is also due to join, according to Koha Ditore.

Meanwhile, Montenegro has announced that it is conditioning the acceptance of the first Kosovo ambassador with the recongition of the Montenegrin minority and the return of the non-Albanian population from Montenegro to Kosovo.

"My positive attitude to the acceptance of the proposed ambassador in Montenegro and the appointment of a Montenegrin ambassador in Kosovo is bound, of course, to the fulfillment of these two expectations" Montenegro's President Filip Vujanovic says in a statement released on Monday.
