Condoleezza Rice, the outgoing  US Secretary of State, presented Bush with the flags of Afghanistan, Kosovo, Iraq, Liberia and Lebanon, countries she said had "joined the circle of freedom" in the eight years of the Bush administration.

"We've made our alliances stronger, we've made our nation safer, and we have made the world freer," Bush said in Washington. "I'm going to urge our nation to continue to engage the world with confidence, the confidence in the transformative power of freedom and liberty."

The U.S. masterminded Kosovo's unilateral secession from Serbia in February 2008 and has lobbied intensively since for its recognition.

The Albanian authorities in Pristina have decided in December to name a central street in the city after him.
