Belgrade’s 14 working points
The 14 working points of the Serbian negotiations team, in an answer to the Contact Group Troika’s document.

1. The focus of the talks is determining the future status of Kosovo and Metohia on the basis of principles defined by the United Nations Security Council Resolution 1244. The most important of these principles are contained in the articles in which the Security Council, in accordance with the UN Charter, „reaffirms the respect of all member countries for the sovereignty and territorial integrity of the Federal Republic of Yugoslavia (today, the Republic of Serbia) and other states in the region, as mentioned in the Helsinki Final Act and the Annex 2", and „reaffirms its request from previous resolutions for a wide autonomy and substantial self-governance for Kosovo". Any change of the focus of the talks requests a change of the valid and binding Resolution 1244.
2. All three sides, representing the institutions of Serbia, the provisional institutions of self-government in the province and the mediators of the international community, are required to restrain from any unilateral acts.
3. The province of Kosovo and Metohia will be fully integrated into regional structures, in particular those dealing with economic cooperation.
4. There will be no return to the pre-1999 situation, but instead the future organization of the province should be determined based on the Resolution 1244 of the UN Security Council.
5. Serbia will not govern the province of Kosovo and Metohia in those competences which will be acknowledged to the province on the basis of a future agreement.
6. The institutions of Serbia will not be present in the province in the competences which will not fall under the authority of Belgrade under the future agreement.
7. In its legislation, as well as in its policy, Serbia and the province of Kosovo and Metohia will progressively implement the norms and principles in accordance with the process of Stabilization and Association with the EU. By full participation in the Process, they will move forward towards association and finally, membership in the EU.
8. On the basis of a negotiated agreement between Belgrade and the representatives of the provisional institutions of self-government, which will be sanctioned by the UN Security Council, the province of Kosovo and Metohia will implement comprehensive measures aimed at improving the welfare of Serbs from Kosovo and Metohia, as well as other non-Albanian communities, in particular through decentralization of local government and institutional guarantees.
9. Given their exclusive competencies, Belgrade and Pristina will cooperate on the matters of mutual interest, including:
- The return of displaced people
- The fate of the missing persons
- The physical protection of cultural heritage
- Economic matters, such as the freedom of movement of peoples, goods, capital and services, work on common economic growth and development strategy in accordance with regional economic initiatives.
- Energy, commerce, infrastructure, transport and telecommunications
- Banking sector and fiscal policy
- Harmonization with the EU standards
- Protection of the environment
- Fight against organized crime, in particular in the fields of terrorism, human, arms and drugs trafficking, as well as organized crime.
10) In these, and possibly other fields of cooperation, Belgrade and the province of Kosovo and Metohia will create joint bodies in order to implement affairs of common interest.
11) Except to the measure of its international obligations as subject of international law, Belgrade will not interfere in the relations between Pristina and the international financial institutions.
12) The province of Kosovo and Metohia will have full competence over its finances (taxes, public revenues, etc).
13) The process of Stabilization and Association of the province of Kosovo and Metohia (Tracking Mechanism) will continue in cooperation with Belgrade.
14) The international community will, after determining the status, continue its civilian and military presence in Kosovo under the UN mandate and in accordance with a Security Council decision.
