"It is too early at this stage for Nato military personnel to be withdrawn from Kosovo," Sofia Echo quoted De Hoop Scheffer as saying.
Withdrawal now would be "too early, because it would constitute a risk to the progress made over the last several years," media reports quoted Scheffer as telling a Western European Union meeting in Paris.
The future of the Nato deployment would be discussed at a meeting of Nato ministers in Brussels on June 11 and 12, he said.
Currently, there are about 16 000 troops in Kosovo but these would not "stay there forever," De Hoop Scheffer said.
