Montgomery: Europe must initiate partition of Kosovo
Insistence on Bosnia-Herzegovina and Kosovo becoming multi-ethnic societies has been proven an impossible mission, which is why the solution would be a partition of Kosovo and a referendum for the independence of Republika Srpska (RS), former ambassador of the United States to Serbia William Montgomery has said.

"It will be extremely difficult to persuade the US administration to accept such a solution. The officials who are involved in affairs concerning this region, such as Richard Holbrooke, Vice President Joseph Biden, and Deputy Secretary of State James Steinberg, will be fierce opponents to this idea", Montgomery said in a statement for the Sunday edition of the Belgrade daily Blic nedelje.
Montgomery said he believed the initiative to consider alternatives for the question of Kosovo will have to come from the European Union (EU).
"There is no concrete draft for a partition of Kosovo or Bosnia-Herzegovina for now. Nevertheless, it would be logical that all ethnic groups in Kosovo should have equal rights. There should be no one side that wins or loses. Both sides must get something concrete from partition, Montgomery said.
Even though the idea on a partition of Kosovo has been present for several decades, no studies have ever been made to demonstrate how to go about that, the diplomat pointed out.
