Fitzgerald spoke in a news conference in Pristina on Tuesday after a meeting with KFOR Commander Gen. Markus Bentler.
He pointed out that the construction of Base South - informally known as Cepotina - in the southern parts of Serbia "did not constitute a violation of the Military Technical Agreement from 1999".
Fitzgerald stated that the security situation in Kosovo was stable, and he confirmed that the number of KFOR troops would be reduced to 10,000 in January 2010.
