In its annual report, the international non-governmental organization Human Rights Watch (HRW) highlights the failure of Kosovo institutions to put unconditional efforts into protecting the rights of minorities.
HRW has said that the absence of an international agreement on status continues to impede efforts for protection of the human rights of Kosovo residents.
Despite the energy and optimism that EULEX's deployment brought, the judicial system still remains the weakest part of Kosovo Albanian institutions.
HRW has said that EULEX must set priorities in the outstanding cases relating to the March 2004 riots and the development of a strategy to treat the large number of war crimes cases inherited from UNMIK.
