EULEX did not participate in the drafting of the plan for north
EULEX chief Yves de Kermabon said that the mission did not participate in the drafting of the plan for integrating northern Kosovo.

"This is not a strategy of the European Union. We believe that progress in northern Kosovo can only be achieved through dialogue, step by step," the head of the EU mission in the province told Belgrade daily Vecernje Novosti.
He added that EULEX's mandate to support the Kosovo institutions in establishing the rule of law throughout Kosovo includes the north as well.
"EULEX does not support or help the so-called parallel structures in Kosovo. We are intent on helping to strengthen Kosovo's institutions in the field of the rule of law. Stronger, more just, and multi-ethnic institutions for all citizens are the only possibility. We believe that dialogue is the road ahead, not the use of force," de Kermabon said.
The International Civilian Office (ICO) in Pristina, and the Kosovo Albanian government there have drafted a controversial plan for the north of the province, which has been rejected by Belgrade.
