EU's proposal for Kosovo unacceptable for Serbia

Proposal by the EU that it together with Serbia writes a resolution on Kosovo that shall be forwarded to the UN General Assembly was discussed at yesterday's meeting of Serbia top officials with President Boris Tadic, ‘Blic' learns from unofficial sources. The decision has not been known yet, but as reliable sources from Serbia Government say for this daily, the paper that arrived from Brussels last Friday is ‘too neutral, vague and unacceptable for Serbia'.

That paper completely eliminates call for negotiations between Serbia and Kosovo over the status and does not mention that the unilaterally proclaimed independence of Kosovo is illegal. As such it is unacceptable. It is not realistic that Serbia accepts such proposal. Of course, there is still room for negotiations with Brussels over the issue but it is difficult to expect that the EU, the 22 countries of which have recognized Kosovo, shall accept that the resolution includes negotiations over the status', Blic source says.

The International Court of Justice (ICJ) in The Hague shall read at its tomorrow's public session at 15.00 its opinion over legality of Kosovo independence. Immediately after that Serbian Government is to hold an extraordinary session at which Serbia Foreign Minister Vuk Jeremic shall submit his report and also propose the further steps to be undertaken. It is not certain whether the Serbian Parliament will be in session on the occasion. That shall depend on development of the situation.

On the basis of scarce information it is believed the opinion by the ICJ shall be favorable for Serbia. After announcement of the advisory opinion by the court, the state officials shall lobby in two directions. The first is securing that no other country recognizes Kosovo in the meantime (until so far 69 members of the EU have done so), and the second one is securing of the majority that would vote for the Serbian resolution at the UN General Assembly.
