This could come in September or October, according to Local Self-Government Minister Sadri Ferati.
He said those two months would be "very dynamic".
Ferati told an Albanian language newspaper in Pristina that "by strengthening the Kosovo mechanisms and the work of international factors, there will be conditions for forming the municipality in the north".
The ethnically divided town of Kosovska Mitrovica is made up of the Albanian, southern part, and the predominantly Serb, northern area. Serbs there do not recognize the authority of the government in Pristina.
