It has been stated that harmonized were the positions of the EU members that have and those that have not recognized either self-proclaimed independence of Kosovo, while the document does not mention either unilateral secession or negotiations on all open issues, which was requested by Serbia.
The EU officials stated that the Union offers assistance in Belgrade-Pristina negotiations on practical issues, aimed at strengthening of European perspective. High Representative for Common Foreign and Security Policy Catherine Ashton will present the guidelines to Serbian President Boris Tadic in Brussels today.
As daily "Blic" writes, Serbian resolution on Kosovo submitted to the UN General Assembly shall not be withdrawn but it might be significantly changed with amendments agreed by all 27 members of the EU.
As "Blic" further learns from diplomatic sources in Brussels the amendments are acceptable for Belgrade, too.
As ‘Blic' learns from top source in Brussels administration in the proposal for change of Serbian resolution there three crucial things: stipulation that unilateral secession is not acceptable way for settlement of problems shall be omitted, instead of ‘talk on all open issues', Pristina and Belgrade shall be called for a ‘dialog', there is no wording indicating that two states are in question and the sentence ‘turning towards future and European perspective of both Serbia and Kosovo' is also omitted. Finally the negotiations shall be under umbrella of the EU and not the UN.
