Brazil's Defense Minister Nelson Jobim said that since the International Court of Justice failed to resolve the issue in its advisory opinion, the Brazilian government believes that the solution can only be achieved through dialogue

Brazil, a non-permanent member of the UN Security Council until the end of 2011, has not recognized the unilaterally declared independence of Kosovo and it has backed the territorial integrity and sovereignty of Serbia before the International Court of Justice (ICJ).
"Now that the Serbia-EU Resolution on the ICJ advisory opinion regarding the legality of Kosovo's independence declaration has been adopted at the UN General Assembly, Brazil believes that both parties need to cooperate with each other towards a just solution for Kosovo's status," Jobim stated.
