This comes after elections where Hashim Thaci's Democratic Party of Kosovo won a majority of votes, but not enough to form government alone.
Thaci will not have many options in putting together a permanent cabinet, as he can form a sustainable ruling coalition only with the Alliance for the Future of Kosovo and the largest parties of minorities.
Meanwhile, the New Kosovo Alliance's condition for entering the government is to be given the position of Kosovo president.
The new government is expected to be formed by February 17, on the third anniversary of the ethnic Albanian unilateral proclamation of independence.
Thaci also faces a problem of "fulfilling the explicit request of the international community not to include in the government the people with prior convictions or those against whom an investigation is carried out, which primarily refers to his party's Vice-President Fatmir Limaj".
