"The EU is ready to start the process as soon as possible," Fule stressed.
"The dialogue cannot, however, be expected to begin before a new government in Kosovo is formed," he told.
Asked how the EU will react to the Parliamentary Assembly of the Council of Europe (PACE) resolution based on the report by Council of Europe Rapporteur Dick Marty on human organ trafficking in Kosovo, the EU enlargement commissioner said the EU took very seriously all allegations on war crimes and organized crime.
"Fighting all forms of organized crime is a priority and strict commitment in the EU relations with Western Balkans, including Kosovo," Fule was quoted as saying.
"The European Commission joins the high representative and member-states in their full support to the EULEX mission, which is competent to deal with such issues," he added.
Asked whether the EU would support creation of an independent body for investigation of human organ trafficking in Kosovo, Fule said that EULEX prosecutors had recently opened a preliminary investigation and that all charges needed be based on evidence acceptable in court.
