"The EU and NATO cannot replace the decisions made by the U.N. Security Council and try to decide on issues outside their sphere of competence," Titov said, commenting on a statement by several western countries that "the Kosovo issue" could be placed under the authority of the EU and NATO.
Titov also said that the issue of Kosovo "will be debated again at the coming U.N. Security Council session in early January, where another report by UNMIK will also be reviewed."
According to him, "Russia and many other U.N. Security Council members still advocate the keeping of the process in the field of international law, and the continuation of negotiations between Belgrade and Pristina, which Moscow thinks should be based on implementing the initiative of making a solution ‘road map'."
"We are in constant dialogue with out western partners, and we believe they will understand the fatal consequences of Kosovo's potential unilateral proclamation of independence, away from the U.N.," Titov said.
