"Controversial formulation cannot be changed"

"EU Enlargement Commissioner Stefan Fule said that the (European) Commission would not change the formulation but since it was added at the last moment, I am afraid that the Commission did not exactly have a say in it," the Serbian deputy prime minister for EU integration told daily news.
When asked who was responsible for placing the controversial formulation in the official EC document, Grubješić said that it was "one of the EU member states".
Serbia's President Tomislav Nikolic has stated that he expects the EU to change the formulation "Kosovo's territorial integrity" which is "unacceptable for Serbia".
