Dacic: Victory needed in Kosovo

Serbia's Prime Minister Ivica Dacic said on Sunday a victory was needed in Kosovo, and that there had been enough honourable defeats.

That is why the Serbian president proposed a realistic concept, so the Kosovo Serbs would feel they have won something, and not that they are constantly being given something, he told TV from Kosovo.

There will be no customs fees at the Jarinje and Brnjak crossings between Kosovo and central Serbia, but only VAT and excise taxes, he stressed.

All that revenue will not go to Kosovo's budget, but a special fund for the development of northern Kosovo, he explained, adding that it was the first step towards an autonomy, that is a union of Serb municipalities.

President Tomislav Nikolic's platform does not recognize Kosovo's independence, and the autonomy, its extent, workings and relations with Belgrade and Pristina will be discussed further, he said.

There is no talk of dismantling the Serbian institutions in Kosovo, and it will not happen before there is an agreement on how to replace them and what the new institutions of the Kosovo Serbs will be, he remarked.

The government has two goals, to protect the national interest and join the EU, and there are two reasons for that, he said. The first is so Serbia could influence how the situation in Kosovo is resolved even if it is not involved in the negotiations, and the second to provide a better life for the people, since economic exhaustion is a form of special war against Serbia and its population, he explained.
