Rossin, who arrived in the troubled province earlier this week, already served as deputy chief of UNMIK from 2004 to 2006, when he stood firmly against the hate-filled and inflammatory attacks on the community of Serbian monks living in the Visoki Decani monastery.
Rossin is a former U.S. Ambassador to Croatia, and has served in the UN Mission in Haiti and took part in international Coalition "Save Darfur".
His predecessor, former U.S. general Schook has been fired from the UN following fishy relations with former guerilla chief and province's ex premier Ramush Haradinaj, who is standing the international trial for alleged war crimes committed during the 1998-99 Kosovo war.
