Before a meeting with the foreign ministers of permanent UN Security Council members in Berlin, Rice said "clear understanding" was necessary, as well as a common position on timing for the status of Kosovo.
"There is some danger in continuing to wait for what needs to be done, and that is resolving the status of Kosovo," Rice said.
She said she believed it would "definitely be good" to wait for the result of the Serbian election runoff. "But at some point we will have to make difficult decisions. A delay does not make them any easier," she added.
Rice highlighted that the US backed UN special envoy Martti Ahtisaari's plan, which envisages supervised independence for Kosovo, adding that the US and Europe agreed on the fact that Kosovo's status would have to be resolved.
