According to the information that The press got in Pristina, Nikolic will talk with heads of central Kosovo districts, the topic being the participation in Kosovo's local elections set for November 3.According to The press's findings, most of the district heads have been preparing for the local polls for quite some time, and after the meeting with the Serbian president they plan to register a civic initiative or group of citizens at the central electoral commission in Pristina. At the previous meeting, in which Serbian Prime Minister Ivica Dacic also took part, President Nikolic made it clear to the Kosovo Serb officials that they should deliver a decision concerning their participation in Kosovo local elections as soon as possible. In the meantime, officials of the four Serb-majority municipalities in northern Kosovo decided at a session of the interim assembly of the autonomous province of KiM, which was held in Zvecan on August 16, that they deem the forthcoming local elections in Kosovo unacceptable as they are against the Serbian Constitution and laws, and UN SC Resolution 1244.During the session, councilors unanimously adopted conclusions, stating that the local elections scheduled by Kosovo's President Atifete Jahjaga are is in line with the laws and Constitution of the Republic of Kosovo.Given that the Constitutional Court of Serbia has not yet ruled on the constitutionality and legality of the Brussels agreement on the normalization of relations with Pristina, they demanded that the Serbian government present an official position on whether Serbia's citizens from Kosovo have the obligation or even the right to take part in a local election held by another unrecognized state. Moreover, they called for an official position as to whether Serbia's citizens and bodies can take part in the implementation of Martti Ahtisaari's plan and the strategy for the integration of northern Kosovo, even though the documents were not officially accepted by any Serbian institution.
