In a statement to Tanjug, Gaon said that the OSCE is preparing for the facilitator's role and tasks, and has secured all necessary expertise, human and other resources. At the request of Belgrade and Pristina, the OSCE has already sent its teams to Nis (southern Serbia) and Podgorica (Montenegro) that will together with mobile teams offer assistance to the internally displaced persons who want to vote via mail, he notes. The OSCE will not monitor local elections in Kosovo on November 3, underlining that Kosovo institutions have already sent a request to the European Union for election oversight, Gaon said. The OSCE spokesman underscored that both sides are currently working on forming an electoral roll for the Serb-majority municipalities in northern Kosovo, and that the OSCE is acting as an intermediary in the information exchange and their cooperation.Gaon said that preparations for a campaign aimed at informing voters are underway, adding that the OSCE will focus on providing technical information and explaining the procedure.
