The meeting will focus on the next report by UN Secretary General Ban Ki-moon. The most recent Security Council meeting regarding Kosovo was held on November 19, 2012. Ban's report at the time stressed the success of the local elections, especially in northern Kosovo, adding that it would help consolidate peace and stability in the area and support Serbia's and Kosovo's EU ambitions. Belgrade and Pristina have shown increased commitment to preventing tension on the ground, in order to enable dialogue and the implementation of existing agreements, Ban stated in that report. The Serbian prime minister said in his last address to the Security Council a community of Serb municipalities will be formed despite Pristina's obstructions, adding that Belgrade wanted the implementation of the Brussels agreement to be in line with the intentions of the negotiators, which would clearly define the position of the Kosovo Serbs. More than 7,000 physical assaults on Serbs have been recorded since the start of the international military and civilian presence in Kosovo, Dacic said, adding that three quarters of the locations where Serbs lived before the war were now without Serbs.
