The formal discussion about the document will begin on Monday and it needs to go through a few lower EU bodies before landing on the agenda of the EU foreign ministers.
Although it usually requires more time, sources in the EU believe that it is possible for the document to be sent under a « faster procedure » in order to reach the ministers for the February 18 Council of ministers meeting.
Its adoption would be the last step before actually sending the EU mission to Kosovo, and the deployment could start the day after.
The "Operations plan" needs to determine how the mission would implement the required objectives.
The EU adopted on Monday through a speedy, written procedure the legal and financial basis for the mission to Kosovo.
