EU starts discussing the Operations plan on Kosovo mission
The European Union has started a discussion on the Operations plan, a document which would give the green light to the sending of the EU mission to Kosovo.

The document, which has some 250 pages, is expected to pass through several EU committees before being adopted likely by a written procedure or, at the latest, by the Council of Ministers on February 18.
This decision will depend on the political assessment by the EU on whether it will accept the argument of some of its members to adopt all necessary documents before Kosovo proclaims its unilateral independence, likely on February 17.
The EU has already adopted by written procedure the Joint Action, a document providing for the legal and financial basis for the ESDP mission.
The mission, dubbed EULEX, is considered illegal by Belgrade and Moscow as it is not authorized by the UN Security Council, but rather a fruit of a unilateral decision taken by the EU member countries on December 14.
