Tadic walks out of summit in Bulgaria over Kosovo
Serbia's delegation headed by President Boris Tadic walked out on Wednesday from the South East European Cooperation Process (SEECP) in Bulgaria in protest after Skender Hiseni, who presented himself as Kosovo foreign minister, was given the opportunity to speak when it was not planned.

Hiseni was invited to speak by UNMIK political director Jolio Nagele, in violation of adopted procedure.
At the time when Hiseni spoke, however, in the conference hall where the SEECP is held, only the Albanian foreign minister was present.
The Serbian delegation cautioned beforehand Hiseni not to come out and speak on behalf of the Serbian province, which can be done only by an UNMIK representative.
Serbia's Foreign Minister Vuk Jeremic called on Thursday the UN Security Council to discipline Nagele.
Jeremic said Nagele had breached the summit's rules of procedures and the instructions of the United Nations.
"The UN's explicit instructions were that UNMIK representatives had no right to allow officials from Priština's temporary institutions to take the floor," the foreign minister stressed.
