Ruecker: Unmik to bring Eulex under its umbrella

The chief of the UN Mission in Kosovo, Joachim Ruecker, announced that the UN will bring the Eulex mission under its umbrella.

Such a position undermines the planned independence of the Eulex mission, but opens possibility for a compromise solution which could be acceptable to prominent UN countries, such as Russia.

«We're not deaf and blind. We will react to changing circumstances on the ground in a way I could describe as pragmatic as possible", Ruecker said.

Ruecker said the U.N. mission would remain in Kosovo and play a «status-neutral role,» indicating that Kosovo's constitution will not empower Kosovo's authorities, and that the U.N. will share the ground with the EU.

«It is certainly a viable option that EULEX would come under what people call a U.N. umbrella,» Ruecker said. «The only question open at this point is how will we be able to relate to the incoming EU mission in the rule-of-law sector", he said.
