This was the topic of discussion between UN Secretary-General Ban Ki-Moon and NATO Secretary-General Jaap de Hoop Scheffer on Wednesday in New York.
"Our interest as NATO is ensuring that roles and responsibilities are clear and that the necessary resources are in place to ensure that those responsible for peace and security inside Kosovo," Appathurai said.
KFOR, the UN and the Kosovo authorities "know what they have to do, they have to know how they relate to each other and have the sufficient authorities and resources to do what they have to do effectively," he added.
He said that NATO does not want KFOR to be "in the position of the first responder."
"KFOR is not a police force, it should not be put in the position of being a police force," he said. "We do ask other international organizations to play that role (of the first responder)."
