Rehn: EU has not authority to recognize Kosovo

European Union Enlargement Commissioner Olli Rehn reacted on Thursday at the display of the Kosovo flag in the European Parliament in Brussels by arguing that the EU does not have the authority to recognize Kosovo's secession.
He said he did not receive a full report about what is already called in Brussels a "scandal" and an illegal attempt to recognize Kosovo "through a small window".
"The EP has its own procedures, but the European Commission is working on the basis of joint decisions of the EU", Rehn said.
"The EC has no authority to recognize any state", Rehn said.
